Résumé : C’est une condition sine qua non de l’organisation des JO. « Les autorités publiques et le Comité national olympique (CNO) doivent garantir que les Jeux olympiques seront organisés à la satisfaction du CIO et aux conditions exigées par celui-ci. » C’est écrit tel quel dans à l’article 33 de la Charte olympique que signent les États auxquels sont attribués les Jeux. Les villes hôtes doivent donc se plier aux exigences du Comité international olympique (CIO) et Comité international paralympique (CIP), exigences issues des accords passés avec leurs sponsors. Mais que se passe-t-il lorsque ces exigences sont contraires au droit français ? C’est simple : on arrange la loi. Pour cela, un texte complexe et technique suffit. Le projet de loi relatif à l’organisation de Jeux olympiques et paralympiques de 2024, adopté en commission mixte paritaire, a déjà bien entamé son parcours législatif. Cette « loi d’exception » permet certaines dérogations au droit français.

Résumé : The 2nd OGI Study for the PyeongChang 2018 Olympic Games includes analyzed results on 34 topics, 79 core subjects, and 19 case studies in relation with the environment, the social culture and the economic aspects of the hosting city. The data used for this study are mainly quantitative National Statistics data, with additional informations provided by the PyeongChang Organizing Committee for the 2018 Olympic Games, relevant local governments' public statistics records, and other relevant researches and certified press news. The temporal scope of the indicators used in the study ranges from 2009 to 2014, and the spatial scope of the indicators is the Republic of Korea, Gangwon-do, Pyeongchang-gun, Gangneung-si, and Jeongseon-gun.
